# [DHS orders DeepSeek out of all federal civilian agencies, including tools built on its models](https://securteksecurity.com/news/dhs-orders-deepseek-out-federal-civilian-agencies)

   19th Oct 2026

The Department of Homeland Security filed a public notice on October 19, 2026 confirming Exclusion and Removal Order #2026-01, signed July 24, 2026 by Secretary Markwayne Mullin under the Federal Acquisition Supply Chain Security Act of 2018. The order bars civilian executive branch agencies from buying products or services from Hangzhou DeepSeek Artificial Intelligence Co., Ltd. and its affiliates, and requires immediate removal of existing ones, including third-party products and services developed using DeepSeek implementations, from agency IT. National security and compartmented systems are excepted. It was filed for public inspection on October 19 and is scheduled for Federal Register publication on October 20, under docket DHS-2026-0628, following a Federal Acquisition Security Council recommendation.

DHS says DeepSeek models present multiple threat vectors, including possible transfer of sensitive data to the PRC, collection of personally identifiable information, tracking and fingerprinting, and the possibility the models may contain malware. Agencies could request exceptions in writing within 60 days of issuance, a window that had closed before the public filing. Until products are removed, agencies are directed to monitor network traffic, strengthen logging and data exfiltration controls, and flag anomalous activity.
