UK FCA to build a regulatory framework for agentic finance
Jessica Rusu, the UK Financial Conduct Authority's chief data, information and intelligence officer, told Bloomberg's UK Policy Series on October 19, 2026 that the FCA will develop a regulatory framework for agentic finance with industry, other regulators and frontier labs, covering agent identity, delegated authority, accountability and execution.
She said incident reporting must extend to significant AI failures and near misses, and that agentic systems require continuous, conditional assurance because a system safe at deployment may behave differently at scale. A companion FCA paper on good and poor practice in AI in financial services landed the same day.
